Digital Courts

Background

The increasing workload of the courts has resulted with increased writing and publishing of judicial proceedings, decisions and orders. The existing practice of writing and reporting judicial proceedings needs to be reviewed carefully in order to enhance the efficiency of the courts. The benefits of I.T. have recently reached the courts. Facilities of computers and photostat which can fasten the pace of justice and smoothen their functioning, are now available for the courts. The initiative seeks to act as a force multiplier to the on-going ICT enablement initiatives of the Judiciary, Courts and the Government.

    Current challenges in the Judicial System
  • Delay in process due to multiple stakeholders: Every Proceeding in a court room is attended by the following participants in most of the cases: The Judicial Officer, The Plaintiff / Complainant, The Accused, Lawyers for both parties, Witnesses
  • Time taken in documenting and retrieving court proceedings
  • Delay in service of summons
  • Huge use of stationary.
  • Delay in issuance of certified copies.
  • Document management and storage.

Objective

    The key objectives of the Digital Courts are as follows:
  • To substantially reduce the pendency of the cases and to increase efficiency.
  • To bring transparency and accountability in the functioning of subordinate courts.
  • To stop physical files movement from one Court to another by making courts paperless.
  • To bring accuracy in the recording of the evidence and checking manipulation.
  • To ensure that cordial language is used by stakeholders in more congenial atmosphere.
  • To make sure that court proceedings are done timely and improving productivity.
  • To provide ease of access to historical records / recording, while writing the orders and judgments.
  • To verify the complaints regarding allegations of any error in the recording of evidence as well as the other proceedings of the court e.g. non mentioning of any argument of case law cited in the ultimate order.
  • To help in reducing the proceeding timing by 25% which is currently spent for recording of proceedings manually.
  • To help the portfolio Judges to monitor the subordinate courts without having to go to their portfolio Districts frequently.
